Minutes for BTA Meeting held November 3, 2010.

Meeting called to order at 3:46 pm on 11/3/10 by Deborah Campbell.

Attendance: 
Suzanne Huddleston, Jeff Jones, Maya Nelson, Nan Prolo, Carleen Maselli, Lisa A. Delorefice, Suzanne James-Peters, Barbara Jones, Kathryn R. McNair-Lim, Kerry Moriarty, Deborah Campbell, Gayle Costanza, MaryLouise Green, Joan Wildasin.

Approval of Minutes: A motion was made by Carleen Maselli and seconded by Lisa Delorefice to approve the minutes of the October 6, 2010 meeting.

President's Report: There is research going on regarding retirement. There are about 100 teachers in the 55-60 age group.

Site Reports:
BMS -
BHS - There was a conversation about meetings that are held during the CPT days. Teachers are doing committee work and being paid for this time. Is this considered double-dipping since teachers are being paid for the CPT time and then being paid for the meeting time? Perhaps meetings should start at 3 pm so there would be no conflict. The policy of no cell phones or ipods will be started at the school. Students and parents will need to pick up the items on designated days.
Farmar - Are 4th and 5th grade teachers required to hold parent-teacher conferences?  The response:  The District can’t make you stay after your duty day to hold conferences.  Keep in mind that the calendar is set up so that there should be sufficient time within the work day to hold the conferences.
Henderson - Elementary students have difficulty bubbling answer sheets for the Benchmark Tests.  The test results are included in data directory.  There are inconsistent practices for teachers to bubble in the answers for the students.  There was also a question about what the office hours are for the school since there seems to be a variation in the office schedule.
Turner - Principal wants report cards on November 5.  Teachers are considering calling in indisposed and then going to work to hold parent-teacher conferences.  The response was that this is fraud.
Semple - If conferences can’t fit into the time allotted, can the teachers be paid for the extra time?  Teachers have 12 hours to hold conferences.  This is considered to be plenty of time to meet with parents and still meet within contract hours.

Neg./CLB Report:Two members were added to the negotiating teamBarbara Jones from Henderson and Maggie Olsen from BHS are the two new members.  On November 17 all team members will have training.  There will be a demand to bargain.  Keith Rogenski has accepted a job in Antioch.  His new job starts in January 2011.

Grievance:There is one on-going grievance.

Membership: It is important for members who are on leave to continue paying dues.  The dues are at a reduced rate while the member is on leave.

PAR Committee: There are a number of applications.  The PAR Committee will be meeting soon.  There is separate deadline for those who want to attend a conference.

New Business:
Measure C was defeated.

The district administrators received a pay raise.  The superintendent received a 4% raise and the business manager received a 3% raise.  Both the superintendent and the business manager have built-in escalators in their contracts and both have accepted the salary raise.

TARP funds need to be spent by September 30, 2012.

Old Business: The district is doing research on an alternative to Health Net.
