Meeting called to order at 3:30 pm on March 2, 2011 by Deborah Campbell.
Attendance: Carleen Maselli, Maya Nelson, Nanette Prolo, Deborah Casey, Teresa Badger, Bud Donaldson, Gayle Costanza, Mary Bustamante, Joan Wildasin, Kathryn McNair-Lim, MaryLouise Green.
Approval of Minutes: A motion was made by Mary Bustamante and seconded by MaryLou Green to approve the minutes of the February 2, 2011 meeting.
Site Reports:
BMS - Intervention classes really needed but they are being cut.
BHS - Teachers upset because they found out about positions on the RIF list through the grapevine. The list was in the board packet. Spring sports are in full session. There were 1,600 program planners distributed this year. There is an art show all month at the Benicia Public Library.
Farmar - all fine
Henderson - all fine
Turner - all fine
Semple - Teachers being told they must have a night time performance.
What does the contract say? Deb will look into it.
Liberty - Teachers have questions about pink slips. Will there be furlough days next year?

CLB: Next year we will need to add to this bank.
Negotiations: The team met last week. Team members are: Deb Casey, Carleen Maselli, Barbara Jones, Maggie Olsen, Deb Campbell, JJ Jones. The School Board is divided on how to deal with things. The Superintendent wants to use reserves to offset cuts. The District has approximately 18% reserve. If the election fails then $330 will be taken from ADA (per student) providing there is an election. BTA plans to visit each school site to discuss budget issues and explain BTA budget proposal.
Grievance:
The grievance at the middle school regarding PE has been resolved. A PE teacher at BMS was hired for one section.
PAR: There is money available for teachers to attend conferences. The most that people can receive from PAR is $500.
Membership: There are two teachers who are not members.
It is suggested that we use electronic balloting when running elections. It is thought that more people would vote if this method was used. A motion was made by Nan Prolo and seconded by Kathryn McNair-Lim to use Vote Net Solutions to run our Executive Board election for the Spring 2011 election.
New Business:
- CTA has decided to reduce the number of delegates needed for the state council. That means that Benicia will not have someone to represent Benicia effective 2011-2012 school year.
- The medical benefits committee has been reconvened to find an alternative to Health Net.
- RIF-PKS, Resolution No. 10-11-13 was given to us. There will be a meeting on March 15 at 3:45 at Henderson for all teachers who receive a layoff notice. Teachers will be given paperwork at this meeting and told how and when to turn it in. Teachers should come with their hiring and credential information. There are two elementary teachers who plan to retire.
- There was a discussion to have information picketing on the Open House nights to inform the parents how cuts will affect their children.
- We are planning to do something around the May 15, 2011 drop dead date.
- Teachers are encouraged to wear PINK on March 15, 2011.
